Phil Ecology Systems Corp. (PhilEco) started as one of the departments of R-II Builders Inc. which was engaged in environment-oriented business. Its establishment coincided with the implementation of Smokey Mountain Development and Reclamation Project in 1998. It came as well at the most opportune circumstances as Metro Manila then was practically on the verge of plunging deep into the abyss of a garbage crisis. The San Mateo Sanitary Landfill in San Mateo, Rizal, the largest government owned waste disposal facility ceased operation in 2000 and there were no other available alternative sites except for the open dumpsites like the Payatas dump in Quezon City. The company started acquiring a patch of abandoned fishponds in Navotas City and converted into a controlled disposal facility in accordance with the standards set by the National Solid Waste Commission pursuant to R.A 9003
