The Welsh Government has officially approved a groundbreaking new environmental law designed to safeguard nature and reverse wildlife decline across Wales.

The newly passed legislation introduces stronger environmental oversight and sets ambitious biodiversity recovery targets. Its core objective is to halt species loss, rebuild ecosystems, and ensure long-term protection of Wales’ natural environment.

Environmental and conservation organisations have praised the move, describing it as a major breakthrough for wildlife protection in Wales.

The new law — formally titled the Environment (Principles, Governance and Biodiversity Targets) (Wales) Bill — establishes a comprehensive framework to improve environmental governance and biodiversity conservation.

Creation of the office of environmental governance Wales (OEGW)

A central feature of the bill is the formation of a new independent watchdog: the Office of Environmental Governance Wales (OEGW).

This body will:

• Investigate environmental complaints submitted by members of the public

• Monitor and assess the performance of the Welsh Government

• Scrutinise public authorities and certain private companies operating in Wales, including water providers

• Offer guidance and recommendations to improve environmental standards

The OEGW is designed to hold decision-makers accountable and ensure environmental laws are properly enforced.

New biodiversity targets and nature recovery goals for 2050

The legislation also introduces legally binding biodiversity targets aimed at reversing ecological damage. The Welsh Government has set a long-term goal of achieving clear and measurable nature recovery by 2050.

With one in five species in Wales currently facing extinction risk, the new framework prioritises increasing native species populations and strengthening ecosystem resilience.

Deputy First Minister Huw Irranca-Davies described the bill as a “landmark moment” for Wales, emphasising the urgent need to address the climate and biodiversity crises. He highlighted that communities across the country are already experiencing more frequent flooding, heatwaves, and wildfires — impacts linked to environmental degradation and climate change.

According to the Deputy First Minister, the legislation provides the tools necessary to take decisive action against these growing threats.

Conservation groups welcome the new Welsh environmental law

Leading conservation charities have strongly endorsed the bill, calling it a historic step forward for nature protection in Wales.

Alexander Phillips of WWF Cymru said the legislation represents a significant milestone after nearly a decade of campaigning. He noted that the bill aligns Wales with international biodiversity commitments and strengthens its global environmental leadership.

Meanwhile, Annie Smith of RSPB Cymru stressed that recent reports have revealed the severe scale of wildlife loss and underinvestment in nature conservation. She said the new legal framework must drive immediate and meaningful action to reverse environmental decline.
